Yes, the rule templates are available for all ad platforms. Open automated rules section and on the top of the page you will see a button "Strategies":

There you can find a variety of strategies each focused on a specific goal. If you decide to use some strategy, click “Use strategy” button and a new folder with strategy rules will be added to your existing list of rules.
