Here is how you can easily set your previously paused ad campaigns, ad sets or ads live: 

If you want the scope of the rule to exclude ad sets that have not been active for a long time, you can add a filter based on the metric to make sure such ad sets are not activated. For example, Ad set metrics Impressions in the Last 30 days > 0

This way, the rule will not match ad sets if the collective count of impressions over the last 30 days is 0.

The rule will look at and restart the ad sets that were active yesterday and have spent at least a little bit of money, 2 cents in this example.

Note that in this case, it is essential to use Custom schedule and pick a time slot so the rule will check the conditions at a specific time of the day, say 12 AM - so once the next day starts the ad sets will be reactivated.
